Do DTV visa holders need to get re entry permits before they leave the country every time, just like if you’re on an ED visa?

No, it's a multiple entry visa. You can leave and enter as many times as you want within it's validity.

the ED visa I could also leave and enter as much as I want but needed a re entry permit. Is that not the same for this one?

Nope, multiple entry means "unlimited entries are granted within the validity". So... DTV is a visa with an "integrated multiple (re-)entry permit)", if you want to call it that way... :-)
