TLDR : Answer Summary
The immigration desk at Phuket airport is theoretically open 24 hours, but it may not always be manned. Travelers needing a re-entry permit should explain their situation upon passing through immigration. It is essential to obtain the re-entry permit before leaving Thailand, as it cannot be acquired on the way back into the country. If your friend's O-A visa was recently renewed and he has a new visa sticker, he may not need the re-entry permit. However, if it was merely an extension of stay, then he will need one.

You need the re-entry permit issued before leaving Thailand. It’s not possible to get on way back in.

In theory it’s 24 hours. However in practice it’s not always manned. When passing through immigration explain that they need a re-entry permit and they’ll get someone to help you.

As an aside the OA visa is a multiple entry visa. You say recently renewed. Does that mean they have a new visa (sticker in passport or email showing visa details) or did they get an extension of stay based from the initial OA? If the former they don’t need a reentry permit. If the latter they do.
