No. You can do a single entry Non-O visa based on (I'm guessing, Retirement). This will let you stay in Thailand for 3 months, and cost 2K THB.
You will then get a One Year Extension of Stay Based on Retirement (probably), which will let you stay for one year, and cost 1,900 THB.
When you get a One Year Extension of Stay Based on Retirement, you can purchase a multiple entry re-entry permit for 3,800 THB to keep your extension of stay alive when you leave Thailand.
This is DIFFERENT then a Multiple Entry Non-O visa. A multiple Entry Non-O visa. This visa is valid for one year, and on each entry allows a person to stay for 90 days. This is also different then a Multiple Entry Non-OA visa, which is valid for one yer, and on each entry allows a person to stay for one year.

2 answers: Yes, you can get a Non-O visa while you're in Thailand.
-You cannot get a multiple entry Non-O, but you can buy a multiple re-entry permit after you've gotten the non-O, however unless you're leaving and coming back more than once after you get it, it wouldn't make much sense.
Yes, sorry I was just verifying. Assuming you meet the requirements for a Non-O based on retirement, you can transition from a 30 day visa exempt entry to a 90 day Non-O. You'll need to have the 800k baht in a Thai bank account, but it doesn't need to be there for 60 days.
