Can My Girlfriend Report TM30 for My New Apartment?

hi i want to ask regarding the tm30. So i will have to move to new apartment and the apartment rented by my gf. I already have the Section 38 app, which is under my gf name as the tenant of the apartment(already have the username and password). Is my gf eligible to report it instead of the apartment owner?because the owner wont do anything about it.
