Can a TM30 form be obtained without the landlady's cooperation in Thailand?

People's, 

I will be moving back to Bangkok this weekend to my partners house, which she rents in her name. The Landlady does not seem very cooperative in getting a TM 30 sorted out for me at this point in time! Is there anyway a TM30 can be obtained with out the Land ladies help or lack of it ? I planned to apply for an extension of stay based on visiting my Thai family (daughter) at CW, my last address is in Phitsanulok ! Would I have to get it there?
