I want to stay at a Thai friend place in Chiang Mai but he is renting (not owner of the place).
Can he register me for TM30 or only the owner can do it?
Any info I find is about the owner of the place not the renter.
Thanks in advance

TLDR : Answer Summary
A renter in Chiang Mai can register a guest for TM30, but they will need the owner's blue housebook and a signed ID copy from the owner. While the owner needs to be involved, it can be done by either the owner or the renter, as immigration does not have strict requirements on who files the report.
it must be done by the land owner OR the house owner OR the house master OR the possessor OR the land lord, Immigration does not really care which one makes the report, but 5 reports is overdone. Just talk to each other and make sure 1 person does it.
there actually is no way to "self file" without the owner getting involved at least a bit. The "renter" needs the owners blue housebook and his ID on copies signed by the owner
