Can my friend extend his Non-O Visa after moving from Chiang Mai to Nakon Ratchasima?

My friend will come in Chiang Mai and ask for non-O Visa 3 months. He will have a rental agreement for 3 months in Chiang Mai. After this 3 months, he want to ask for an extension 1 year but he will not have rental agreement as he will go live with a friend who has a house, but this house is at Nakon Ratchassima. Is it an issue, does he have to ask the extension at Chiang Mai or Nakon Ratchassima? And can he use a copy of house registration of his friend ?

As a rule you have to get the first year extension at the office that issued the in country Non-O visa..

I have seen people denied extensions who got Non-O visa from Bangkok then moved to another province and try to get the year extension.

BEFORE he starts the process in Chiang Mai he should talk to the immigration office IN Korat and see what they say.

There really is no official rule about it though, which is why I suggested your friend to talk to Korat about it as soon as he gets here.. He can explain he's going to be in Chiang Mai before moving to Korat and see what they say.
