TLDR : Answer Summary
The user inquired about the possibility of applying for a Non-O visa in Krabi and later obtaining the stamp in Chiang Mai. A commenter noted the challenges of successfully receiving the Non-O visa at one office and then securing a year extension at another, recommending to complete the visa process in one location before considering a move.

There are very few reports of people successfully getting a Non-O visa issued at one office and then getting a year extension at another office EVEN if they have the correct documents for the extension AND filed a change of address and/or the TM30 notification of foreigner in residence form.

I'd say pick ONE or the other and sit tight until you get the Non-O issued and the year extension rather than get the Non-O and move to try to get the year extension at another office
