The question is "Can I just go stay in a hotel or hostel just for a night to ask them for a TM30 right before my 90-day report and submit it...?"

I did not know that I needed to have my TM30 issued within 24 hours upon arrival. Also I stay with my Thai gf that is renting the condo and the landlord already confirmed they would not have to make TM30 for me because my name is not in the contract but just my gf. And it is fine. I don't want any conflict with the landlord. So I am willing to stay in a hotel or hostel if it's just a few days. And I just wonder if TM30 issued like kinda right before the 90 day report period. I still have about 2 weeks before the 90day report period starts so I kinda have time.

I would prefer you to do the tm 30 by yourself. Just ask from the landlord copy of the id card and the tabien baan. Then your girlfriend copy of id card and rental contract. After that you can do the account with your girlfriend, and then you or your girlfriend can make the tm30 report. Thats all pretty simply and you dont have to play with hotels.
In your case , your girlfriend is responsible for submitting the TM30 and would be subject to a fine if ever there was an investigation . Book into a cheap hostel or hotel for a couple of days , and get a TM 30 from them.
I had to set up an online account for my ,90yr old father in-law in order to submit an online TM30 when we stay at my wife's place in Thailand. Previously my wife was able to fill out the TM30 at the local immigration office . A couple of visits ago they refused her because her father was listed as the head of the household on the house book. It had never been a problem in the past .The online TM30 is a cumbersome, counterintuitive mess , and I am never sure if I have filled it out correctly.
She is renting the apartment , he is her guest , it is her responsibility. If he were renting the apartment , it would be the landlord/juristic persons responsibility. That is how it was explained to me.
My experience has been mixed. In theory it’s no problem because hotels file the TM30 automatically at check-in. In practice, it really depends on what’s going on at the place you go to and the mood on the day. Most of the time they just see a valid TM30 in the system and move on. Occasionally, if it’s hectic, or they’re already stressed, or they don't like the look of you, they might start asking questions, but that’s still pretty unlikely. Keep it simple, don’t over-explain, and you’re usually fine.
