I'm from the U.S. and received an non-o visa from the Royal Thai Embasy in L.A. last October. MY flight was delayed and it expired before I arrived in Thailand. Can I re apply for it here in Thailand. I've been married to a Thai national for 5 years and we have all the documents with us. Someone said I have to leave to re apply??? Why?

TLDR : Answer Summary
A U.S. citizen received a Non-O visa but it expired before arriving in Thailand due to flight delays. The person is seeking advice on whether they can reapply in Thailand, especially after being married to a Thai national for five years. Several comments suggest that the Non-O visa is likely still valid, and advice was provided on the necessary financial requirements and the need for a registered marriage in Thailand.

There isn’t an embassy in LA. You must mean the consulate. Get a basic understanding of things and you’ll be better in the long run. It’s not rocket science. A delayed flight conflicting with your visa expiration is extremely poor planning on your part son. Or more likely a misunderstanding as any non O issued in October is still valid
You can apply at most immigration offices if you have a Thai bank account and can show 400K baht in that account, provided you still have at least 15 to 21 days left on your current permission to stay. Your marriage must also be formally registered in Thailand for this basis to apply. Alternatively, you may apply on a general retirement basis if you are over 50 years old and can show 800K baht in a Thai bank account.
