Can I obtain a Residence Certificate from Chaeng Wattana with a multiple-entry Non-Immigrant visa based on marriage?

Will Chaeng Wattana issue a Residence Certificate for a multiple-entry, non-immigration visa based on marriage? The sites I've found online say they will issue this certificate "if you're doing 90 day reports there"...but as this multiple-entry visa doesn't require 90 day reporting, I'm not sure what to think. Has anyone done this?

, first off this isn't thai VISA related in the least. :/

BUT

AT Chaengwattana you can get a residence certificate on a long stay EXTENSION if you have done at least one 90 day report and have a TM30 receipt.

They do them in section B, they charge 200 baht and mail it to you in a couple weeks.

You CANNOT get a residence certificate from there if you have a year-long, multi-entry Non-Immigrant visa where you bounce out and back in every 90 days.

Work permit or yellow house book can be used for an address in many places.

Requirement is doing 90 days report. If you do not make them, you can not apply for the Certificate of Residence.
