TLDR : Answer Summary
A person on a visa exempt entry cannot obtain a residence certificate at the Immigration Office in Chaengwattana, as such certificates are not available to tourists. While some suggest that providing payment and a valid explanation might yield a different outcome, this is generally unlikely.

Perhaps if she offers to pay for it and explains the purpose AND her embassy won't issue one? Then she might have a chance.

At first I think getting it from Immigration would be more convenient but realized that the embassy is the best bet. They offer the service.

Yes her embassy is the best way, as long as they are offering this service. Unfortunately, not all embassies do anymore. For any embassy that does, it's the way to go.

What nationality is your friend?
