TLDR : Answer Summary
Yes, you can apply for a Non-O visa upon arrival in Thailand provided you meet the financial requirements, such as having 800,000 THB in a Thai bank account. Unlike the Non-OA visa, the Non-O visa does not require mandatory health insurance, although obtaining insurance is recommended. It is also possible to apply for a change of visa type to a Non-O visa after entering Thailand using either a tourist visa or visa-exempt entry.

Yes you can do that. You can come to Thailand on 60 days visa exemption and then apply. Shared info in your inbox. Hope these info will help

when applying to a Non-Imm-O retirement visa, you have the freedom of choice regarding the health insurance. You can set one up or not, it is not mandatory (only for SOME countries!) Only people who apply for the Non-Imm-O/A visa need a mandatory health insurance.
Regular 90 days Non O visa don’t have mandatory health insurance requirements as stated by several members and it’s the best way to retire in Thailand. If you enter on a one year Non O-A visa you’ll maintain the mandatory Thai health insurance requirements also for your future extensions of stay.
Apply for a 90 days Non O before you leave. Set up a bank account with the required 800K baht within a month and apply for your first year extension of stay at the immigration within two months.

David Chinnery you CAN apply for the "change of visa type" from a tourist visa or a visa-exempt entry, to the 90-days Non-Imm-O retirement visa, after you arrived, on Immigration inside Thailand. The requirements are posted on the Immigration website under Number 9 .. click onto it, a pdf will open. Most important requirement is a bank account, a deposit of 800,000.- THB minimum, and a rental contract
the Jomtien immigration office requires 800k baht seasoned in your name for two months before you can apply (makes no sense) but most other offices don’t you only need it in the bank 2 months before your extension
Ok, that’s what my Bank told me, but I guess it can vary between branches. Anyway if any problems, an agent will have no issues open a bank account for a person on Non Immigrant visa.
yes I had non o and non ib but after 30 bank trips I paid agent. I had wp, married, tabien baan and all possible papers. One branch said ok but signatures difference from my old passport signature and after hour signing they said I'm not me🤡🤯
apply via your Thai embassy for the Non-O and you don’t need insurance or a Thai bank account but can show home country financials.

Assume you mean you’re trying for the Non OA/X that requires insurance.
You can apply for a Non O visa in country providing you meet the financial requirements of 800k in a Thai bank and other stipulations (based on being over 50 rather than other reasons for a Non O). A Non O visa doesn’t require insurance, although it’s probably a good idea to have some, unless you want to self-insure.
