TLDR : Answer Summary
To apply for a Non-O visa while in Phuket, you will need specific documents which may vary based on the purpose of the visa. Generally, no health insurance is required for an in-country conversion to a Non-O visa. However, it's essential to specify your purpose for obtaining the Non-O visa for tailored guidance.

No health insurance required for an in country conversion to a Non O. You haven’t mentioned the reason for the Non O so can’t be specific for the requirements.
