I can make a Visa run and then I can make the 90 days at Lampang. And then the extension? Correct

you go to the immigration office, but you will need at least 15 days left on your current stamp to do it because the application goes under consideration for 14 days before you go back and get the 90 day Non-O stamped into your passport.

you can come here and apply for a 90 day Non-O visa based on retirement and then after that apply for a year's extension of stay as well.

You must meet the financial requirements of either banking 800K baht in a thai bank account in your name only for the required time, or getting a letter from your consulate that you get 65K baht a month in income, or a combination of the two.
