You must meet the financial requirements of either banking 800K baht in a thai bank account in your name only for the required time, or getting a letter from your consulate that you get 65K baht a month in income, or a combination of the two.

No, officially. Visas can only be obtained from outside Thailand.
, many people get the 90 day Non-O at a thai consulate before they come here to get the year retirement extension. I just wanted to point out it can be done inside the country as well.
