TLDR : Answer Summary
Yes, you can arrive in Thailand on a Visa Exempt status and convert to a Non-O visa. Some users also mentioned that it's possible to obtain a Non-O visa if you arrive on a Tourist visa. It's important to note that the Non-OA visa can only be obtained in your home country.
NON-O RETIREMENT VISA RESOURCES / SERVICES

Another hurdle will be obtaining a Thai bank account if you haven't one now.
Each branch has their own singular requirements or restrictions. Bangkok Bank seems to be easiest now based on previous reports here, but as I don't use them, I'll leave it to others to advise you.
You'll get through it, with a bit of patience, do persevere as it's not rocket surgery to sort one's visa by yourself.

Troy Rockwell it really is pretty simple.
My Immigration office out at Roi-Et is great and very helpful.
I have done this process several times without any problem.

Troy Rockwell first you go to immigration and get list of requirements to apply for Non O.
It will include meeting financials and you will need about 3 weeks before your visa/exemption expires.
Each office may require different paperwork and you will need it again for the extension based on retirement/marriage etc

You can ONLY get a Non-OA visa in your home country. Nowhere else.
You can arrive visa exempt and convert to Non-O though.

Troy Rockwell if your home country uses evisa then you can get an non-OA evisa. For the countries that use evisa, it's the ONLY option. They no longer do any visa business in person.
