Just came through immigration at Suvarnabhumi. The IO looked at my visa and asked if I had the insurance. I very respectfully explained that my visa was issued in July last year and according to the information from Thai immigration and an email from the Thai embassy in Canberra I don't need to have it until I need to renew this July. I also showed them page 5 of the Health Services document I posted here today. They read it and had a chuckle then stamped me in for a year. Happy Days.
TLDR : Answer Summary
A traveler at Suvarnabhumi Airport successfully entered Thailand on a Non-O visa without needing to show health insurance. The immigration officer acknowledged the traveler's explanation regarding the insurance requirement, which is only necessary upon visa renewal. This situation highlights the variability of Thai immigration practices.
