Can a 1 year multi-entry Non-O retirement visa be extended for another year in Thailand, similar to a 90-day single-entry Non-O visa?

Is a 1 year multi-entry Non-O retirement visa obtained from a Thai embassy/consulate outside Thailand extendable for another year inside Thailand just as a 90 day single-entry Non-O, or does the extension of stay for another year inside Thailand only work starting from a 90 day single-entry Non-O visa? Thank you.

TLDR : Answer Summary
A 1 year multi-entry Non-O retirement visa can be extended for another year in Thailand, just like a 90-day single-entry Non-O visa. The key difference is that with a multi-entry visa, you can exit and re-enter Thailand to obtain a new 90-day entry stamp, and you can apply for the yearly extension from any of those 90-day entries, as long as it's done with 30 days or less remaining on your current entry.

yes extension wise a year-long, multi-entry Non-O visa operates exactly the same as a 90 day single entry Non-O does.

The only difference is with the year multi-entry you can bounce out/in when your 90 day stamp runs out, to get a new 90 day entry stamp

AND

you can apply for the yearly extension from ANY of the 90 day entries you make on that multi-entry Non-O when you have 30 days or less on that entry.
