Can I leave Thailand on a single-entry retirement visa and then apply for a multi-entry visa after my extension?

After you arrive into Thailand on your 90 day retirement visa single entry ( multi entry not an option when applying through e visa )

And then you get 12 month extension after the first 90 days,

Are you then not allowed to leave Thailand as the first 12 month extension after initial 90 day expiry allows you only a single entry ??

Are you then able to apply for multi entry visa only after the first year extension expires and you apply for your 2nd year extension.

Any information further would be appreciated

Don't confuse the terms 'multiple entry visa' which is not relevant to your situation, with 'multiple re-entry permit' which is relevant. You can get re-entry permits (single or multiple) at immigration or airports.

You can come and go as much as you like on either the 90 day Non-O visa or any extension of that visa provided you have purchased a re-entry permit from immigration before you leave Thailand. A re-entry permit does exactly what it says, it allows you to re-enter Thailand on your current visa or extension (it means you don't lose it when you leave as you otherwise would). You can be both single use or multiple use re-entry permits, multiple allows you to come and go as much as you want for the duration of your visa or extension.

You're never "not allowed to leave."

If you want to leave, you purchase a re-entry permit. That will keep your stamp alive when you're outside the country and you just need to make sure you're back in time to apply for the next extension.

You cannot make a visa or an extension "multiple entry" which is a different thing than a re-entry permit.

my understanding is that when you renew your retirement visa after the 1st year you are offered the option to pay for a multi entry visa

I told you what a re-entry permit it is. It keeps the stamp you have from being cancelled when you leave Thailand. If you leave Thailand without a re-entry permit your visa or extension will be cancelled. A re-entry permit does not give you any extra time in Thailand. It is not an extension. It just keeps your existing stamp alive.

If your extension stamp in your passport ends July 15th and you leave Thailand with a re-entry permit and return on June 1st, you'll be stamped back in on your existing stamp until July 15th. If you leave without a re-entry permit then you have nothing anymore as everything is cancelled. If you leave with a re-entry permit but don't come back by the time your stamp runs out then you also have nothing because you didn't return before your extension expired to apply for a new extension.

It is NOT a multiple entry visa. It is a re-entry permit, either single re-entry or multiple re-entry.

a visa, a multiple entry visa, an extension, and a re-entry permit are different things. Anytime you wish to leave the country you either have to ensure that you have a multiple entry visa or if you have a single entry visa you'll need to buy a reentry permit to keep that visa alive. extensions do not come with reentry permits so once you get an extension then you immediately buy a reentry permit either single or multiple if you plan to leave the country and return and keep your extension alive.

You're making hard work of this. Read again what Brandon has said. Keep in mind there is no "renewal", it is called an "extension of stay". There is no multiple entry extension of stay. You simply buy a re-entry permit, either single or multiple, which will allow you to re-enter on this extension

Put simple this says you can apply for a NEW multiple entry visa. It does not say you can change the visa or extension your on. If your on Non O or extension you can Apply for NEW Non OA multiple entry visa which overrides the Non O. To make it clear the OA must be applied for in your home country.
