TLDR : Answer Summary
The first TM30 must be filed in person at immigration, but after registering for access, it can be managed online. The TM30 is not an application; it simply updates a database regarding a foreigner's residence.

It's the TM47 90 day report that has to be done at immigration the first time. The TM30 is not an application at all, it's just adding an entry to a database. Has nothing to do with getting approval or not.
