It's the TM47 90 day report that has to be done at immigration the first time. The TM30 is not an application at all, it's just adding an entry to a database. Has nothing to do with getting approval or not.

I’m staying at a friends house so I need to register to say I’m staying there I need to do this at immigration

It is not you who shall make the TM30, it is the owner of the house you are staying at, that are responsibel of making the TM30.

it doesn't matter - I have an account in my name and do it for my wife. Required documents when setting up the account was her tabian ban and id card.

And those papers are only available to the house owner, and that is why it is his responsability.
