TLDR : Answer Summary
The TM30 counter in Chiang Mai used to be open during holidays and weekends, allowing for timely reporting within 24 hours. However, recent comments suggest that you can also report your TM30 online using an app, and that filing a TM30 the day after the immigration office reopens is acceptable without fines.
