TLDR : Answer Summary
The consensus is that you cannot enter Thailand while your DTV (Diversity Visa) application is still in process. Most commenters advise that you must remain in the country where you applied until a decision has been made on your application to avoid risks of denial and loss of fees. While some noted it might be possible with a free arrival visa or by entering multiple times, this is not recommended as it could lead to complications with the visa application process.

Rules are you must remain in the country of application until decision is made. Failure to comply risks a denied application and loss of fee.

Check the information from your consulate. The Sydney one explicitly says "Applicants for a Thai e-Visa at the Royal Thai Consulate-General in Sydney must be in Australia for the entire application process." And most if not all consulates would be the same

While some people have attempted this, it's not advisable as your application may be denied if you're not in the country where you applied. You might also be required to attend an interview at an embassy or consulate.
