Can I apply for a DTV (e-visa) and then leave the country (not to Thailand) while the application is pending/being reviewed? Want to get a DTV while it's still relatively lax, but I'm in a situation where I won't be spending more than 25-30 days in any country for the next few months and my embassy (Ankara) seems to be very slow judging by comments I've managed to find online

TLDR : Answer Summary
Leaving the country while your DTV (e-visa) application is pending is not advisable. Many commenters suggest you should remain in the country where you applied, as immigration authorities may request an interview or proof of your location. Leaving could jeopardize your application, especially if you need to respond quickly to a request for information.
Simple answer is NO If they ask for proof of location or want an interview you will be stuffed so bet to wait til approved. Most places seem to do it pretty quickly
