Can I apply for a DTV (e-visa) and then leave the country (not to Thailand) while the application is pending/being reviewed? Want to get a DTV while it's still relatively lax, but I'm in a situation where I won't be spending more than 25-30 days in any country for the next few months and my embassy (Ankara) seems to be very slow judging by comments I've managed to find online

Simple answer is NO If they ask for proof of location or want an interview you will be stuffed so bet to wait til approved. Most places seem to do it pretty quickly

Just wait for the visa. But applying from a country not your own may face scrutiny by immigration

You should stay in the country where you apply as you can be asked for an interview. Many countries approve within 5 -10 business days.
