Seeing conflicting information while waiting for DTV to be approved.

On one hand, you are supposed to be in the country the entire time where you submit the application until the DTV is approved. On the other hand, I read that someone submitted the application in US and then travel to Thailand before approval using the standard 60 days tourist visa and then his/her DTV was approved while in Thailand. 

Can I submit the application in US, travel to Thailand and wait for approval there?

No, you can't come to Thailand during the application process. These are the rules. While some people may have managed to do it in the past, it doesn't change the rules or the risk of being called for an interview in the US.
