Can I go to Thailand while waiting for DTV application approval? I'd enter as a tourist. Does that break any DTV application rules?

We are in HCMC right now..5 days already into waiting for hubby's dtv. Our return flight to Bkk is on the 26th which we doubt enough to wait for my dependent dtv visa. So we decided to buy another return ticket instead to be sure and forego the ones we bought for the 26th return..

Genuine Q: why not just go in on a one-way but buy a backup onward ticket in case the airline asks?

yes..we were asked at the check in counter going to Vietnam about return ticket and evisa ..and also for the dtv application there is a question about date of return or something..for now we entered our original return date to Bkk despite having bought secondary flight Incase we don't catch the 26th

For those with "shorter" application timeline, you may consider Taipei. They are still on walk-in basis until Dec27. They are quite helpful, too.

You should remain in the country you applied in until the visa is issued. They can ask for further information including copies of all your passport pages, or even call you in for an interview

embassies don't specifically state it but they have been known to check your location before issuing the visa. Basically they expect you to treat it in the same way you would have done if you had physically gone to the embassy

Some embassies do specify this, especially the embassies that already longer use the e-visa system, because before e-visa applicants simply could not travel to another country because their passport was at the embassy.
