Morning all. Is it true you can come into Thailand ONLY TWICE on a tourist visa in the same calendar year? If I have done that already this year, can I come in a third time on an ED visa?

My husband just got denied his 3rd tourist visa for the year. He did his first one in vietnam then in Penang and now he went to vietnam aigan and they said no. So I don't know if any of these rules are set in stone.
Thanks, Tod, but my concern is specifically about getting back into the country on an ED visa having already been in the country first on a METV, and then a SETV. During the SETV I have sorted out an ED visa which I have to get processed outside the country. On my return, will there be any problems since it will be my third entry into the Kingdom, albeit on a different kind of visa.
This is my third entry this year. I came in on two non-immigrant O visas back to back, and then did a Visa exempt stamp after that. They didn't even blink and let me in.
There is NO official rule about how long you can be in thailand during a specific amount of time. Some immigration officers try to tell you that on 30 day visa exempt entries or 60 day tourist visas it's six months in a year but they are just blowing smoke, because there is no rule about it anymore.
