TLDR : Answer Summary
There is no official limit on the number of entries to Thailand with a tourist visa, although some immigration officers may impose informal limits based on your entry history. For visa-exempt entries via land, there is a limit of two per calendar year, which resets on January 1st. However, there is no specific limit for entries made by air. Ultimately, the decision lies with the immigration officer at the point of entry.

There is no set limit. Some immigration officers may tell you there is but there isn’t. Same that some nearby embassies or consulates may say there is.
There is a limit of two visa exempt entries by land in a calendar year (so resets Jan 1st) but none via air.
That said it’s up to the individual immigration officer that you hand your passport to to allow you entry. If they feel that your entry history is an issue they can question you or flat out deny entry.

If Immigration officer denies you entry ask to speak to their supervisor, I had this once in Phuket arriving on visa exempt and supervisor approved entry. Also once at BKK the officer questioned me after my 4th entry in 6 months that year and was taking forever to approve and looked every page of my passport about 10 times, I asked if problem or that I have done something wrong can I please see supervisor, he talked to officer next to him and stamped my passport with exemption stamp.
