Can I apply for an ED-Visa in Laos after entering Thailand by land for the third time?

Have a question re: ED-Visa which I hope someone can assist with. I'm in the process of applying for one, but might run out of time before getting all the documentation ready. I can cross the Cambodia border for 30 day exemption but it will be my second land border trip. Will I be able to do the ED-visa in Loas and come back with a ED-Visa or is it seen as a third land border crossing?

At land border, entry with valid visa is not count as one of the limit of two per year. Depends on which border you are using to enter Thailand, you might want to prepare the proof-of-s, especially proof of fund.

Once you have an ED-Visa in your passport, you are not asking for a visa waiver and can enter by land without issue (assuming immigration don't find another reason to deny you).
