I have already passed two times from Laos to Thailand with Train in this year .first time with Tourist Visa and another time with ED visa .Can I enter again to Thailand via Train?

The old rules don't even apply to you because it was 2 times per year at a land border of you enter without a visa. Both times you entered were with a visa. But if you've spent as much time as it seems you have this year in Thailand, know you might encounter issues trying to enter without a visa. Visa exempt is not for living in Thailand and each entry is at the discretion of the immigration officer you are standing in front of.
