TLDR : Answer Summary
You do not need an appointment for either the Thai Embassy in Ho Chi Minh City or the Thai Consulate in Hanoi for a 60-day tourist visa run to Thailand. It's a walk-up service, but be sure to check the specific requirements on their websites, as they are strictly enforced. Also, note that visa fees must be paid in US dollars.

It's walk up service at BOTH consulates in Vietnam (Hanoi & HCMC).

Meet the requirements on the website and remember they ONLY accept US dollars for the thai visa fees at the consulate.

No online advance appointment needed for either location in Vietnam. But read their requirements online...they are very strict. Meet them and you have a visa.

Also if you have back to back Tourist Visas and requesting an Ed Visa...might be denied. Read recent posts.

And when you checked their website, what kind of information did you read? You can go to the Thai Embassy in HCMC or the Thai Consulate in Hanoi.
