Can I clear my overstay fine in Thailand and then travel to another country?

Be mindful that if you have overstayed your visa in a country there are many (developed) countries that will refuse you entry due to the overstay risk to their country.

in principle he can pay overstay at airport, but depending on his nationality and destination country there might be a problem. No every airline or country wish to let people board or enter while having an overstay.

NO you can not . They will buy your ticket over at IDC and escort you over to the airport

Met a person at the airport in 2016, he had more than a year overstay, I had a couple of weeks if I remember correctly. We both had valid tickets to Norway. They followed us over to pay our overstay. We both paid our overstay, he got a bunch of documents and a stamp about his 3 year ban. Then they showed us where to go to our gate. He was not arrested and left

on the ticket he had bought a week earlier.

Danny Terrill So you are telling that you turned yourself in at the airport Immigration with a valid ticket and money to pay the fine, you still got arrested, brought to IDC had to pay the fine there, got blacklisted, bought a new ticket with help of the IDC, and came back before black list period was finished because you have lawyers and money?

When he just go to the airport with a valid ticket to another country, he just pays the maximum fine and will get blacklisted. No IDC, no one buying tickets for you, no restricted airlines.

You can leave and go to ANY country you're allowed into if you're clearing your overstay at the airport before you fly out

As long as you make it to the airport OR border yes. IF you're stopped before hand on the way no, then you get arrested and deported to country of passport origin.
