TLDR : Answer Summary
After overstaying your visa in Thailand by 23 days and paying the fine at the airport, you should generally be able to re-enter Thailand without significant issues. It is advised to ensure you are honest about your situation when speaking with immigration officers. While clearing your overstay at the airport is often preferable, always be cautious of additional immigration issues before departure.

I'd like to touch on the difference of clearing an overstay at the immigration office and clearing it at the passport control desk when you stamp out of thailand to leave.

On an overstay of under 90 days:

IF you go to the immigration office to clear an overstay, after you pay the fine you need to leave that same day OR you need to pay 1900baht to get the "extension denied" 7 day stamp to get out of thailand and leave within a week.

However IF you clear it at the airport you just pay the fine, get the overstay stamp and exit the country.

In many ways clearing the overstay when you stamp out of the country is the way to go as long as you don't get caught out on something else while you're on overstay before you exit the country ;)

You should be fine clearing the overstay fine at the airport when you fly out (just don't get caught out on something else in the mean time before you fly out).

Allow yourself some extra time when you go thru security so you can have your overstay fine collected and the stamp put into your passport

As long as they will issue you another visa, yes.
