Hi Team - when applying for a Non O visa prior to entering Thailand for the marriage extension, is it necessary to do this in your home country or can it be applied for in a neighboring country? Thanks in advance.

You can apply for the Non Immigrant O visa based on being married at almost any Thai Consulate in this area. It depends most of the time on your passport if you can or can not apply

No, but you need to check which requirements are needed. it differs at countries. Savannakhet in Laos or HCMC in Vietnam are the most visited as they issue the 1 year long visa without financial requirements,
