TLDR : Answer Summary
The Non-O marriage visa can be applied for in Phnom Penh, Cambodia, but it typically requires proof of funds in the applicant's bank account. Reports indicate that during the application process, having a minimum of 60,000 baht in the spouse's account may be necessary.

I’m sure the rules are at least close to what I did in Laos.

We had to show the wife’s bank account during the application process. I think it had to have 60,000 baht. That’s it.

I got a 90 day. Entered Thailand and then did the extension.

You can get the visa in PP, Cambodia, single entry only but you need proof of funds.
