what is your true intention?

*** do you want to enjoy a holiday of longer than 90 days? Then get the multi entry Tourist visa. This visa can get you up to almost 9 months in Thailand

*** do you want a holiday longer than 90 days? Then get the 90-days single entry Non-Imm-O visa in your home country, enter Thailand, exit before the 90 days are over, enter visa-exempt and get stamped in for 60 days and extend for 30 days - 90+60+30 = 180 days

*** you could enter visa-exempt, get stamped in for 60 days, apply for the “change of visa type” to the 90-days Non-imm-O visa. But never go for the extension, exit Thailand before the 90 days stay permit expires. Re-entry and try that game, again. I think your Immigration officer was right – you can’t apply for the “change of visa type” in a consecutive manner. You got one shot in a calendar year . . . . .so the correct answer is: You can do the "change" every calendar year, again and again . . .did you read the requirements for this? You need a 3- 6-months rental contract, and you need 800.000 THB sitting in your Thai bank account. In case you ever had an overstay, you cannot apply for the "change"

i not extend my non 0 90 days cause I wanted to apply for another visa but not apply and now want to know if possibly I can apply one more time for a non o ( retirement) inside Thailand but this time make the extension

this really is up to the Immigration that serves your area. If this Immigration officer told you that you can't apply for another time, then I would take it for granted. Leave, go back to your home country, and come back anytime next year . . OR: just try your luck, exit and re-enter visa exempt, get stamped 60 days and visit Immigration and see what they will say. Well yes, because once you apply for a retirement visa you are expected to apply for the extension next. You cannot apply for another visa because you just applied for the retirement visa. But if you don't apply for the extension and then the visa runs out, you can apply for it again after you leave and return.

But it would be easier to just apply for it from the Thai embassy in your home country before you travel to Thailand.

because you literally sit at your computer and upload a few documents.

In Thailand you're going to have to get bank letters, a bunch of other documents, and make at least 1 trip to the immigration office and spend hours there.

Why not just do it in the comfort of your own home before you leave and then not have to work about it and just enjoy your time in Thailand?
