Can I apply for a Non O-A visa extension if my passport expires in 12 months?

Non O-A extension. My passport will have exactly 12 months expiry. Will that be a problem or it has to be 18 months minimum?

OR

You only get the extension granted until the date the passport expires.

So if your passport has 12 months left on it when your extension is due you shouold get a year extension.
