Can I apply for a DTV visa during my stay in Thailand while holding a multi-entry Thai visa?
I have a multi-entry Thai visa valid for 6 months. I'd like to obtain a DTV visa after this METV expires. Can I apply for a DTV visa during one of my stays in Thailand? Can I apply before the METV expires?

No to both. You need to wait until your METV expires and then apply for the DTV at a Thai consulate, there are no Thai consulates inside Thailand.

Officially you have to apply for the DTV visa at the Thai consulate/embassy in the country of your permanent residence.
Although I know that the Thai consulate in Malaysia also issues DTV sometimes for non resident.
