US passport is known to be a strong passport, surely you would be able to do more than 2 visa runs

on each entry you do have the right to extend the visa to another 30 days. You would have limited entries though, how much visa run you can do would depends on your passport

if I’m not mistaken, multiple entries are allowed within the duration of stay, so he can go out to other countries and come back once he get the visa stamp on passports.

On single entry, you’re not allowed to go out and come back during the stay’s duration

no not like that, this visa is valid until 6th September, so you can enter when ever you want from the date of grant till 6th of September. Once the visa expires on the 6th of September you no longer have the right to enter thailand.

And when you enter thailand between the date of grant and expiration, they give a stamp of 60days stay, you can extend it to another 30 days on the second month, it takes a day to extend it at the immigration office.

So you have total of 90 days stay in Thailand, once that done you have to leave the country in 90days.

If you wish to stay longer, you can go to one of the neighboring countries, and apply for another tourist visa and the thai embassy, it can take couple of days to a month depending on your passport to grant your tourist visa for the second time.

note: you can’t do this as many times as want especially with short periods between multiple entries, if you’re lucky you have the chance to do it up to 5-6 times until they give you a remark or possibly not let you in the country.
