What is your nationality? The Penang consulate webpage lists nationalities that should apply for visas in their home counties and if they want to apply in Malaysia, that it would take 4+ weeks (if you don’t have residency) and you should apply via the KL consulate (not Penang)

- Indian nationals can only apply through the Penang consulate if they have residency status in Malaysia. Otherwise, they have to apply through the Thai embassy in Kuala Lumpur. This was the OPs error.
