Why are tourist visas being denied at the Savannakhet consulate in Thailand?

Heads up. I was at Savannakhet yesterday and witnessed 4 people get denied visas at the consulate. 3 tourist visas and 1 Ed visa. All were denied because of ONE previous tourist visa and 2 visa exempt land crossings. At the border I witnessed 2 guys get denied entry into Thailand ( they both got their TV visa approved at the consulate). Non Immigrant visa holders sailed straight through. I'd say don't use this consulate for a toursit visa if you have had a few already.
