I just discovered that the Nairobi consulate does not like it if you have done a visa extension while on a tourist visa in Thailand.
My friend went to get a single-entry tourist visa. But he had done a single-entry tourist visa before. And he had extended by 30 days at immigration in Bangkok (from 60 to 90 days total).
The consulate did not like this. They said they do not give tourist visas to people who have extended them in the past. And he was told to not do this again.
Just FYI.
Has anyone encountered this at other consulates?

AND reinforces the need to carefully read the REQUIREMENTS and WORDING for each Thai Visa carefully... regardless of which Thai Embassy or Consulate website you can use.
YES they clearly state that they have a limit on a 60 day tourist visa... of 60 days. Meaning not eligible for the 30 days extension of stay.
Likewise they do offer the METV multiple entry tourist visa. And it's good for 6 months from the date of issue..not the date you first arrived into Thailand.
And note that they specifically say each entry shall not be for More than 60 days from entry date.
Which means you must depart of each 60 days but can reenter and get another 60 days stay.
With planning you could get Up to 8 months stay in Thailand with three land border bounce entries into Thailand. 2 plus 2 plus 2 and one more 2 months if you STAMP out and re-enter the last day of your METV multiple entry tourist visa validity of 6 months.
As a result of their rules for either Thai Tourist Visa or the METV multiple entry tourist visa it's best to follow their rules if you want to get them again from the Thai Embassy in Nairobi
