in theory, nope there is no official limit to the number of visa exempt entry stamps you can get entering by air. however be prepared to be grilled by an immigration officer at some point after you've gotten a few in a row. You could be asked to show proof of funds, onward travel and a hotel booking too.
Brian, it pretty much means you can't use that thai consulate or another one in that country if there is more than one.
You can (as of now) get a new passport. That "wipes the slate clean" because the consulates don't use a data base, they just thumb thru your passport looking for visas to thailand.
You should be ok for 1 more. After 3 or 4 they might stamp your passport that you wont be issued another one from that consulate. Try mixing it up and using a different consulate. I would suggest going to Vientiene rather than Savanakhet.
I went there last year three timeswith my old passport and got remarks. And now I have new passport as I lost old one & I am still afraid I would get another stamp
