yes, they do. I was fined 500 baht at Samui for no helmet. They pulled us over at a temple there were 100 farangs and thais all behind fined, about a 50 50 ratio.

This's what I'm referring to. I know because I got pulled over with two guys just before posting. If it's Illegal why they are letting the rental company operate here. I used to ride it in Malaysia all the time and thought here is the same
Is it illegal to ride a scooter that has no motor? These things are getting close to toys. Why would they be illegal? I mean, how fast do they actually go? You go probably go as fast on a non-motorized scooter going down a hill. Bizarre.
I used it a few times already as well and passed by the police and it's was fine. They changed the rules or just trying to get creative on how to grab tourists money
