BANGKOK — PM Prayut Chan-o-cha on Tuesday afternoon said Thailand will no longer accept any further applications from international travelers for quarantine exemption until further notice, starting today.
Prayut said he gave the order to suspend the “Test and Go” program during a meeting with the government’s coronavirus response center. I get conflicting information but as it stands people with passes before 10th of January seems to be able to go in planned fashion. They closed for new applications and will keep Phuket sandbox.

UPDATE 1: According to the PM, there are 90,000 people who already have a Thailand Pass and they will be allowed to come in. The situation will be reviewed on 4th January. Thai media reporting people on Test & Go can come in on same conditions but they will need to do a second RT-PCR test.
