TLDR : Answer Summary
The TM 30 is a mandatory form in Thailand for reporting the address of foreign nationals to immigration. Generally, your rental agent may assist in this process, and it's important to present your rental contract at an immigration office to get it filed at no cost. Remember that you must submit a TM 30 every time you leave Thailand, even if it's just for a brief period, to avoid possible fines for late submissions. If additional information is needed, consulting with immigration directly is advisable.

Usually your rental agent does this for you. Take your rental contract to an immigration office and get it done for free. You basically just need to prove that you have a contract that mentions the period you’re accomodated for. The TM30 is proof of address carried in your passport. Submitting a TM30 too late can result in a fine.
What’s important to note is that you have to re-do your TM30 everytime you leave the kingdom, even if it’s just for an hour to do a border run
