you need a JOB before you can apply for the non-immigrant type B visa. You should apply for a tourist visa, come here FIND a job then take the documentation back to a thai consulate in your country and apply for the Non-B visa..

You cannot get a Tourist visa in Thailand to start. You need to apply in your own country or a nearby country that would issue you one. Without looking at every consulate and Embassy in SE Asia, I doubt you can get one.

For some odd reason - We were denied a tourist visa previously, is this a problem?

it shouldn't be a problem if you have the correct documentation from your employer to get the 90 Non-B

You get documentation from the company you're going to work for and depending on your nationality you either go back to your country OR you go to a thai consulate in a nearby country and get a 90 day Non-Immigrant Type B visa.

Your Employer applies for the Work Permit at the Ministry of Labor and with documentation of this and documents of the Employer you can apply for the Non Immigrant B visa. You're Employer should help you throughout the whole process.
