TLDR : Answer Summary
To obtain a Non-B Visa, you must apply outside of Thailand, typically at a Thai Consulate or Embassy. It's important to check the specific consulate's website for requirements and the need for an appointment. You can choose your method of travel to the consulate, as both flying and land travel are options.

looks like a topic from yesterday, but please keep in mind to state your nationality and where you stay in Thailand. This would help us and others to advise you a bit better.

You check the website of the Thai Consulate you like to visit, to make sure you meet all the requirements and if you have to make an appointment. Than you make your way to that Consulate, it is your choice how to travel.
