TLDR : Answer Summary
Travelers with a newborn should be aware that the baby will receive the same visa status as the parent upon arrival in Thailand. Depending on the parent's country of origin, the newborn may either get a 30-day Visa Exempt Entry or a 15-day Visa on Arrival. There is no separate tourist visa for infants; they are subject to the same visa rules as adults.

What is your passport nation?

Have you been in Thailand anytime during 2019?

you do not get a Tourist Visa when you arrive in Bangkok. Depending on the country of origin of your passport you might get a 30 day Visa Exempt Entry or a 15 day Visa on Arrival or other if your country has bilateral agreements with Thailand. You baby will get the same in his/her passport
