Strong possibility that we will be moving soon from Samut Prakan to Nakhon Pathom in a "rent to buy" situation until we can sell our home in Samut Prakan.
I am assuming a TM28 (?) will need to be done but not sure if by me or the landlord ?
Other things that will need to be changed (I think) are...
Thai ID card.
House book.
Car registration.
Anything I should add to the list please?
Will be appreciative for any info.

TLDR : Answer Summary
The user is seeking advice on the necessary procedures and documentation when moving from Samut Prakan to Nakhon Pathom, specifically regarding the TM28 form for address change, as well as updates needed for Thai ID, house book, and car registration. Comments suggest visiting the local immigration office in Nakhon Pathom to clarify whether a TM28 or TM30 form is needed, with anecdotal advice on the process and helpfulness of local officials.
I use Nakhon Pathom, they seem less strict than many offices I read about. Go there and speak to the girl/young woman at the desk just inside the door. She's very helpful.
You should head over to the Nakhon Pathom immigration office once you get up there so you can see if they require a TM28 form (change of address) or just the TM30 (notification of foreigner in residence) only
