What are the requirements for notifying immigration when moving from one condo to another in Thailand?

Does anyone know what is exactly needed for the immigration office if I want to move from one condo to another?

Can I just report change of address on my 90-day report or do I have to fill out this tm28/tm30 before I actually move to the new place?!

Keep hearing different things from different people.
